Candy is the Executive Director of Frontier CASA, which serves the counties of Gilliam and Wheeler. She is a Wheeler County native and worked for the county government for 23 years, establishing and expanding a transportation program for senior adults, persons with disabilities, low-income individuals, and veterans. Candy was also instrumental in forming Spray Community School, an out of school program for children and parents, and served for six years as the Director. Prior to that she was a pre-school teacher and a school librarian. She serves as a board member for the Spray Community School, Wheeler County Community Schools, Wheeler County Health District, Asher Community Health Center, Wheeler County Local Community Advisory for the Eastern Oregon Coordinated Care organization and is an elected council person for the City of Spray, OR. Candy is happiest when spending time with her children, grandchildren and great-grandchildren.
