Are we required to hire or find an ASL interpreter for a parent (under our VOCA aka Federal Funding mandate)?  We feel that the parent is not our client and this should be handled by Child Welfare and the parent’s attorney.  There is an ASL interpreter who is saying we are in violation by not hiring her, as a federal funding recipient.

I asked Marjorie Doran (VOCA fund coordinator), and she confirmed that the requirement is to provide the service for the client you are serving, i.e., the child. She welcomes you to contact her directly so she can hear the full facts and provide further guidance:
